2017 Circular Economy Forum

I. Background:

China has 262 resource-based cities, in which 208 are grown-up or recessionary ones, accounting for 79% of the total. As mineral resources are limited and non-renewable, cities relying heavily on the sunset industry of mining are facing an existential crisis.  How to reorient these cities has become a major concern of the central government.

It is noteworthy that the rising recognition of green ideology helps the restructuring of resource-based cities. As is known to all, green development based on environmental and resource capacity is a new road to sustainability. We should align the goals of socioeconomic growth with environmental targets, and think green over both the process and the results of business activities.

The 5th Plenary Session of the 18th CPC Central Committee further lit up the way to green development: “It is essential that we uphold the fundamental national policy of conserving resources and protecting the environment; pursue a civilized path of development that consists of developed industry, affluent standards of living, and fine natural environments; and accelerate the establishment of a resource-conserving, environmentally friendly society, with a view to building a beautiful China and contributing further to the protection of global environmental security.”

At the 12th Circular Economy Forum, government leaders (from the National Development and Reform Commission, Ministry of Science and Technology etc.), experts (from the Development Research Centre of the State Council etc.), members of industry associations, city & community managers, and company executives will discuss in front of participants and media how to reorient cities through green development and business innovation.

V. Press Release:

During the Forum, award the cities, parks and companies with remarkable contributions to and experience in circular economy.

Award standards: in line with the fundamental concepts of circular economy; proper values; sharing the striking characteristics of the times (e.g. promoting the integration of circular economy with urban development, industrial upgrading and business transformation) and above-scale economies (e.g. with a complete industrial chain).

Each candidate will be scored based on their overall qualities.

Duration: Based on the opinions of the public, media and experts, select model cities, parks and companies with the highest scores; confer the certificates on the winners during the Forum, and issue the list of winners on the host’s website.
